Council of Elders Meeting Minutes, September 23, 1937 – October 1, 1937
Abstract
–Meeting with a representative of the Metropolitan Life Insurance Co. to discuss insurance for Aged Ministers of the Church
–Loan to J.L. Goins for his work in Iowa
–Decision to pay off a $150.00 loan of E.B. Culpepper to Mrs. M.M. Barrington incurred during his time as State Overseer
–Loan to D.C. Boatwright of $115.00 made into a gift by the council
–Correspondance with Geo A. Wallace regarding a request for a loan
–Financial aid to Brother W.G. Webb regarding his effeorts to secure disability
–Request from Curtis Austin for a loan of $30.00 denied
–Change of classification for Brother Z.R. Thomas to be decided by the State Board
–Loans to F.W. Ainsworth and R.L. Rexrode made to gifts
–Amendment to minutes to declare that State Superintendents of Sunday School be appointed by the State Overseer and that the District Superintendents be appointed by the State Superintendent
–The ruling giving State Sunday School Superintendent the authority to "district" was annulled.
–The council advised that committees for Missions and Sunday School work not be appointed in the Assembly
–A committee was formed to work out a method of setting forth ministers to the office of Bishop
–A committee to decide a Mission budget of each state was created.
–The Church Question was discussed and a committee was formed for further decisions.
–The qualification for Aged Ministers was changed from 10 years of continual service to 15 years of continual service.
–The ruling on immodest apparel was repealed and the relevant scripture was to be inserted
–A burial fund for ministers' wives was considered.
–The General Secretary and Brother Curry were decided to work out an agreeable compromise regarding the appearance of the term "colored" in the minutes
–The ruling concerning Wine and Beer was upheld
–Brothers T.S. Payne, R.P. Johnson, and E.C. Clark were appointed as a committee to draft a statement on the Church Question
–Decision to prorate the dividens paid by the Insurace Company to the Tithe Fund
–A council was formed to investigate the Y.P.E. paper
–Evangelists papers for preachers or their wives who are double married under a biblically sound cause
–Loan given to Rev. Geo. A Wallace to save church property.
–Purging of Evangelists who have not submitted their renewal papers from the minutes.
–Recommendation for a five day Assembly.
–Car insurance for church Officials.
–Voting procedures for the disbursement of the Tithe Fund
–Recommendation from the council to take action against officials or ministers who advocate for a split, threaten the Church, show a publically rebellious spirit, or attempt to hinder the progress of the church
–Responsibilities of inactive Aged Ministers
–Payment to the Publishing House for space used by Officials
–Remodeling of the Auditorium for the Bible Training School
–The Old Church Building was determined to be a part of the Bible Training School after the local church has built their own buliding.
–Reallocation of money recieved from the fire at the Bible Training School dormitory to the general indebtedness and then back to the Bible Training School
–Complaints of misuse of funds by T.L. McLain and M.S. Lemons against J.H. Walker and E.J. Boehmer were rejected and resolved.
–A committee was formed to discuss the creation of a girl's orphanage home.
–Amending of a previous decision to reflect the ability of those drawing from the Aged Ministers fund to continue to pastor
–Decision to withold pay from State Overseers who are not reporting to head quarters, after recieving a written warning from the General Overseer
–Discontinuation of the "Bishops Agreement"
–Decision for all Church of God ministers to refrain from inflicting doctrine based judgements on other Christians
–The church's loan to T.W. Harkins was made into a gift
–Twenty-five dollars was granted to S.B. McCane for losses he suffered in a flood
–Twenty-five dollars was granted to Bun E. Hicks per month
–Fifty dollars was paid toward the debt of Sister Caruthers
–Suggestion from the council for the General Overseer to instruct State Overseers in the ordaining of Bishops
–The council agreed to raise the salary of the General Secretary and Treasurer to $175
–A loan was granted to C.F. Bright to pay off the debt of the Assembly Building for the "Colored" work
–Recommendation for the old Publishing House be remodled and the surplus lumber to be used for the Bible Training School
–Recommendation to provide a home for the General Overseer, costing no more than $4000
–$40.00 was given to E.O. Frazier for repirations of a car wreck
–Regulations for the Aged Ministers fund
–Recommended that State Overseers appoint Superintendent of Sunday School and State Superintendents appoint District Superintendents
–Recommended that State Sunday School Superintendents be given the authority to district states
–Repeal of ruling regarding "Immodest Apparel", to be replaced with 1 Tim 2:9 and 1 Pet. 3:3
–General Assembly specifications
–Recommended that General Officicals be on the State Overseer Appointing Board
–Investigation of funds from the Tithe Fund
